Speech by the
delegation of Tajikistan
In the name of Almighty Allah,
Your Majesty the Chairman of the Conference,
Your Majesties, Your Excellencies, Your
Highnesses the Heads of Islamic State and
Government,
Dear Friends,
Assalamu Alaikum Wa Rahmatu Allahi Wa
Barakatuh,
Holding our 3rd Extra-ordinary Islamic
Summit on the Holy Land, venue of Divine
Revelation and the cradle of the true
Islamic Religion, is indeed a momentous
event and of good omen.
First and foremost, I wish to express my
sincere thanks and gratitude to our dear
brother the Custodian of the Two Holy
Mosques His Majesty King Abdullah Bin
Abdulaziz Al Saoud and to the Kingdom of
Saudi Arabia, people and Government, for
their warm welcome and for their excellent
arrangements in hosting the Conference.
It is also my duty to extend my thanks and
gratitude to H.E. the Malaysian Prime
Minister Datu Sri Abdullah Badawi for having
so successfully chaired the proceedings of
the Organization of Islamic Conference at
its present session.
It is our hope to make this august meeting a
turnabout for solidarity and mutual
cooperation for the benefit of our countries
which shall ensure happiness, success and
development for our great Islamic Ummah.
Distinguished brothers,
As you know, Islamic civilization has played
an outstanding role in the development of
the civilization of mankind through high
level science, knowledge, culture, wisdom
and noble ethics.
Today, the world order has changed
tremendously. Therefore, we have to adapt
ourselves to the world development by
referring to the customs of our ancestors.
In order to reach this objective, we must
use the noble human values embodied in Islam
for the benefit of Islamic countries and
their development.
At the dawn of the twenty first century,
Muslim peoples who account for 1.3 billion
inhabitants are undergoing very acute
circumstances and are living one of the most
dangerous periods of their life, as most of
Islamic countries are considered today as
developing countries.
There is unfortunately an erroneous
conception according to which the world
public opinion believes that the
underdevelopment and poverty of Moslems are
due to the true Islamic religion. In fact,
he who is enlightened and fully conscious is
well aware that this conception vision is
wrong and has absolutely no foundation.
It is necessary to confirm that Moslems,
since the dawn of Islam, have been able to
become one of the greatest and most powerful
nations in the world over a few decades
only. This empowered them over almost 300
years with the command of the developed and
sensitive regions and thereby remained one
of the world's most political, economic,
cultural and spiritual powerful nations.
Moreover, Moslems have given the world an
unprecedented great advanced civilization.
Islamic civilization has, indeed, resulted
in a culture of solidarity and cooperation
of top level which served the interests not
of Moslems alone but also allowed the Jews,
Christians and fire-worshippers and
idolaterers to preserve their historical,
religious and national entity by
establishing the largest social
inter-relations, as Islamic culture is a
human culture in itself based on the love
and dignity of Man.
One of the most evident and valuable
characteristics of Islamic civilization is
actually the spirit of moral, cultural,
scientific, ethical and social innovation
which gave birth to tens of genius
intellectuals who enlightened the world with
their knowledge.
Thanks to the will for opening up on other
civilizations and to the spirit of
tolerance, peoples around the world have
benefited from the scientific, philosophical
and medical heritage as well as from
mathematics, natural sciences, ancient
culture and the great accomplishments made
by this very civilization.
Muslim countries, throughout their long
history, were indeed an important bridge for
regional economic, political and cultural
communication. Thus, they played a major
role in unifying the world and establishing
a modern system of relations between
nations.
As far as I think, the major factor for this
historical jump remains with our firm belief
in the spirit of innovation, the deep roots
of Islam and our concern to preserve
historical and cultural communication and to
lay the foundations of unity, solidarity and
constructive cooperation.
Our reality today is reflected in the
attempt by others to link Islam to
terrorism, extremism and violence, alleging
that it is a danger for the civilized world.
It is for this reason that all Moslem states
are called upon to adopt a joint action in
fighting all forms of fundamentalism,
extremism and terrorism.
We do note that there are organizations and
institutions that operate under the of
Islam, while, manifestly they are puppet
Moslem hands that she the blood of Moslems,
destabilize Moslem countries and jeopardize
the image of Islam, which serves but the
enemies of Islam.
We are firmly confident that terrorists have
no relations whatsoever neither with
ethnicity, doctrines or countries. They are
but enemies of Allah and of the peoples of
Allah.
Therefore, we have to expose such enemies,
to condemn their subversive acts whatever
the reason and the slogans so that we
absolve our Islamic sacred religion of their
evil doings.
In line with this, we believe that the
promotion of democratic principles and
values are necessary for our era and that
the social and cultural living of our
peoples, where both Islamic civilization and
democracy meet, help us upgrade, provided
that national and cultural characteristics
as well as the customs and moral values of
every one of us be taken into account when
achieving the expected democratic principles
in accordance with the requirements of our
societies. Otherwise, instability and
political crises will be inevitable.
Today, a firm will and resolve to reach
historical long term objectives and to
provide decent living for every Moslem
country and to every Moslem family is one of
the most essential conditions for handling
complex issues.
It is obvious that achieving this objective
is still difficult, but we Moslems badly
need this and we do have the possibilities
and opportunities to do so, as our countries
are endowed with tremendous natural
resources such as water, arable lands,
energy and minerals in addition to
intellectual and human potentials as well as
national cultural values and deep historical
experiences for cooperation and assistance.
We are therefore capable of achieving this
great target, namely that of giving priority
to economic, technical, technological and
scientific development in our national
policies.
This could be secured if the Islamic
countries, comply with the Quranic decree
“the Faithful shall be brothers”, and
endeavour to realize true unity and mutual
relations of cooperation.
To this end, priority should be given
expanding investment activities of affluent
Islamic countries in big model economic
projects in developing Islamic states. Such
activities are likely to provide
opportunities for sustainable development,
raise standards of living of our peoples and
solve the numerous social problems that are
a source of violence instability and
radicalism as well as criminal and terrorist
activities. Stability and security in the
Islamic countries could thus be
re-established.
It should be noted that the realization of
such programs could only increase the pace
of regional economic development.
An example of this could be the construction
of a number of hydroelectric stations in
Tajikistan which possesses the largest and
cheapest hydro-electric energy resources in
the region. An investment of US$ 5 billion
to US$ 7 billion could fully and
economically cover the electrical energy
needs of the Central Asia Republics,
Pakistan and Afghanistan as well as part of
Iran by cheap electric power.
Moreover, more than 2 million hectars of
land could be reclaimed in Afghanistan, in
particular, and in the region in general,
agrarian conditions could be improved in
millions of hectars of land and hundred of
projects, social amenities and
infrastructure established.
What is more important, job opportunities
for 3 million people in Afghanistan alone
could be secured which would constitute a
major contribution by the Islamic world lin
the reconstruction of this war-devastated
Islamic nation.
It should be noted that this program will
bear sustainable economic benefits for the
investing countries.
If we, as an expression of political will,
and feelings of brotherhood and equality,
invest the unlimited monetary liquidity and
vast capital resources deposited in
international banks in promising regional
projects, we could , in a relatively short
period, secure uninterrupted economic growth
and a better living standard for our people.
In this respect, the financial capabilities
of the Islamic Development Bank should be
doubled and additional Islamic Investment
banks and funds established by the rich
Islamic nations.
In other words, would it not be preferable
that our Arab brothers’ investment take
place in the Islamic world so that a
decently prosperous life be secured for
their fellow Muslims, thereby promoting the
name and standing of Islam in the world.
Distinguished brother,
The Islamic world, being an integral part of
the human race, can hardly avoid being
effected by the changes that take place
worldwide. Foremost among those changes in
the 21st Century is globalization which has
become a realistic orientation embodying
special advantages.
Globalization, on the one hand, is an
extensive international economic, technical
technological and information network that
brings modern technological achievements to
the doorstep of mankind in his dealings with
the surrounding reality. From this
perspective, it should encourage us to
expand relations between peoples and
nations.
On the other hand, often the direct impact
of globalization is to widen the gap between
the developed and the developing countries
and increase the inclination of national
cultural entities to level changes of
hegemony at the developed nations. The trend
towards the so called “clash of
civilizations” is reinforced and, more
seriously, activities related to terrorist
networks, drug-trafficking and organized
crimes rise in numbers globally.
In my opinion, among the negative aspects
and dangers, which result from
globalization, there is moral and cultural
degeneration as well as other social
identifications, without which it is
impossible to preserve the basic identity of
Man.
At present globalization goes hand in hand
with the process of self-identification of
peoples and nations and the crystallization
of cultures and civilizations and historical
regions and it is expected to cause deep
changes in the whole world.
For that reason, we support dialogue among
civilizations and we believe that it is
necessary to safeguard the cultural
authenticity of the different peoples.
Among the noticeable trends nowadays that
have a direct and natural relation with this
process is the identification of new
qualitative forms of competition between the
different trends and orientations.
Therefore, as a central and honorable
institution it is logical that the
Organization of the Islamic Conference be
able to meet the increasing needs of this
era and interact with the world-wide quick
changes and transformations.
In our opinion, the continuous
implementation of the proposals of prominent
personalities and caders of Islamic states
concerning the strengthening and completion
of the organs affiliated to the organization
and the inception of new efficient
institutions will contribute to improving
the coordination of the work aiming at
achieving the goals of the ten year plan of
action and the long term Islamic strategy.
For our part, we consider that reforming the
restructure of the organization along with
its General Secretariat is at present one of
the most important issues. In fact, the
Organization of the Islamic Conference and
its executive institutions should be
dynamic, active and in a position to meet
the world challenges in harmony with the
international environment.
In order to achieve this objectives, several
proposals and recommendations have been
submitted during this meeting, namely the
extension of the powers of the Secretary
General and the creation of an organ of
permanent representatives and the opening of
regional branches and offices outside Member
States.
Besides, we consider that it is important to
consider the possibility of setting up an
organ of national coordinators of Member
Sates as an effective follow up mechanism
composed of a senior executive representing
the Ministry of Foreign Affairs of each
Member State who will be directly in contact
with the General Secretariat. Such an
experience within international
organizations has proved to be beneficial
and fruitful.
There are certainly other constructive
proposals that could be considered and
adopted with general consensus.
Dear brothers,
Our message along with the historical
responsibilities we are shouldering should
enable us to lay down a strategy for the
future of our peoples and the Islamic world.
On these grounds, I do deeply and genuinely
hope that we -the Heads of Islamic State and
Government- will be ready to work with a
strong will and great responsibility with a
view to achieving the goals of the Islamic
Ummah and laying down strong foundations for
the future of our coming generations so as
to allow them to live in prosperity,
happiness, peace and dignity.
